The One Big Beautiful Bill Act changed the IRS jackpot reporting threshold starting January 1, 2026. The old rule: any slot payout of $1,200 or more triggered a W-2G form. That threshold had been in place since 1977. The new rule: $2,000 or more.

What this means in practice: if you hit a jackpot between $1,200 and $1,999, the casino no longer files a W-2G with the IRS. You won't get stopped at the machine for paperwork. No tax form, no ID verification hold, no waiting for a floor attendant. For progressive jackpot slots with multi-tier payouts, the Mini and Minor tiers often fall in that $1,200 to $1,999 range. Those wins just got simpler to collect.

The catch: you still owe federal income tax on every dollar of gambling winnings, W-2G or not. The IRS expects you to report it on your return. State taxes still apply. The $2,000 threshold only changes when the casino has to report it automatically. For jackpots above $2,000, nothing changed. The casino still files the form, still withholds 24% federal tax on wins of $5,000+, and you still need your ID.

Every progressive slot has a fixed hit frequency. The odds of triggering the jackpot on any single spin don't change no matter how high the meter climbs. What does change is the payback percentage. As the meter grows, the jackpot payout gets bigger, which means the theoretical return to player goes up.

Take a game that resets at $1,000 with a 1% contribution rate and a hit frequency of 1 in 4,913 spins. At reset, the payback sits at 96.98%. At $1,445 on the meter, the payback crosses 100%. That is the breakeven point. Above that, the game has positive expected value. At $2,500, payback reaches 107.15%. The house edge is negative 7.15%. In theory, you are the favorite.

In practice, this barely matters for most players. You'd need thousands of spins at the right moment, and you're competing against every other player on the network for the same jackpot. But it does explain why some advantage players track progressive meters, and why casinos sometimes cap jackpot sizes or reset them on a schedule.

Standard progressives can run for months without hitting. Must-hit-by jackpots can't. They have a floor (reset value) and a ceiling (must-hit-by amount). The jackpot is guaranteed to trigger before reaching the ceiling. A game that resets at $250 and must hit by $500 will always pay somewhere in that range.

Aristocrat introduced this format in the late 1990s with mystery progressive controllers. The trigger point is picked randomly when the jackpot resets. The game picks a number between floor and ceiling, and the jackpot fires when the meter hits that hidden number. You can't see the target, but you know the range.

The strategic implication: as the meter gets closer to the ceiling, the jackpot must trigger soon. If a must-hit-by $500 jackpot shows $485 on the meter, it will hit within the next $15 of total wagers across all players. That doesn't guarantee you'll be the one to win it, but it does mean the EV per spin improves as the meter approaches the max. Some players specifically look for machines near their ceiling.
