The Same Slot, Different Payouts: The RTP Tier Problem
Why this page exists
Here's something most casino review sites don't tell you: the RTP displayed on a provider's official game page is not necessarily the RTP you'll get when you play that game at a specific casino.
Major slot providers release their games with multiple RTP configurations, typically called "tiers." Pragmatic Play, for example, offers most of its slots in three tiers: a high tier (usually 96–96.5%), a medium tier (94–95%), and a low tier (87–91%). The casino operator chooses which tier to activate when they add the game to their lobby. They are not required to disclose which tier they've selected, though some regulators and providers mandate an in-game RTP display.
The difference matters. If you play Gates of Olympus at Casino A (96.5% RTP) and the same game at Casino B (94.5% RTP), you're paying 2% more in house edge at Casino B. Over 1,000 spins at $1 CAD, that's roughly $20 CAD in additional expected losses, for the exact same game, the exact same experience, just a different number running behind the scenes.
Play'n GO operates similarly. Their popular titles like Book of Dead and Reactoonz are available in multiple RTP settings. Red Tiger, which is owned by Evolution, also offers tiered RTPs on many of their slots. Why claimed overall RTP can be misleading
One casino we tested (MafiaCasino) claims an overall RTP of 98.89%. That would make it the highest-paying casino in Canada. But when we opened their Pragmatic Play, Red Tiger, and Nolimit City games, every single title ran at a reduced RTP tier. The "98.89%" is a marketing number. The actual games pay less than the same titles at casinos ranked lower on overall RTP charts. This is exactly why per-game tier verification matters more than any aggregate number.

MrBet and BitStarz both hit highest tier on 3 of 4 Red Tiger titles. NetEnt and Hacksaw Gaming: The Fixed-RTP Providers
Not every provider uses the tiered model. NetEnt and Hacksaw Gaming are the two largest providers that generally ship games at a single, fixed RTP. When you play Starburst (96.09%) or Blood Suckers (98%) at any casino, the RTP should be the same regardless of the operator. There's no "lower tier" to worry about.
This makes NetEnt and Hacksaw titles a safer default choice if you don't want to verify RTP at every casino you play at. The trade-off is that NetEnt's average RTP is moderate (95–97%), not exceptional. Hacksaw has a wider range. some titles sit at 96.5%+, but their high-volatility design means the return materialises over much longer play periods.

One nuance worth flagging: an eCOGRA seal at the casino level does not guarantee that every game in the lobby runs at the highest tier. Table games don't have the tiered RTP problem. the return is determined by the game rules, which are standardised. Single-deck blackjack pays 99.5% at every casino that offers it, assuming you play basic strategy. The question is availability: not every casino carries single-deck blackjack, and fewer still offer French roulette with la partage.
One critical note: these RTP figures assume optimal play. If you don't follow basic strategy at blackjack, your actual return drops to 95–97% depending on how many mistakes you make. The gap between theoretical RTP and your actual return is entirely in your hands at table games. which is the opposite of slots, where your decisions don't affect the outcome.
Live Dealer RTP
Live dealer games operate at the same theoretical RTP as their digital counterparts — the rules are identical, so the math is identical. Live blackjack has the same house edge as RNG blackjack with the same rule set.

Manual verification, not marketing claims
Our RTP verification is a manual process. We don't scrape casino websites or rely on marketing materials. Here's exactly what we do.

We re-run this check every quarter because casinos can change RTP tiers at any time. A casino running the highest tier today might switch to a lower tier next month. The "Last updated" date in our trust bar tells you when we last verified.
We do NOT claim to test RTP through gameplay tracking. Playing 200 spins and comparing your win/loss to the theoretical RTP proves nothing. variance over that sample size makes the data meaningless. The only reliable per-game RTP verification is the in-game display (which is mandated by the game's software) or a provably fair hash check for crypto games.

Ontario iGO vs Offshore RTP
Does an Ontario licence guarantee higher RTP?
Ontario launched its regulated iGaming market through iGaming Ontario (iGO) and the Alcohol and Gaming Commission of Ontario (AGCO) in April 2022. As of April 2026, 4 of the 45 casinos in our Canadian set hold an active iGO licence. The other 41 operate under offshore frameworks (Curaçao, Kahnawake, MGA, Tobique) and remain accessible to Canadians outside of Ontario without restriction.
A common assumption is that iGO licensing forces higher RTP. The data does not support that. AGCO standards mandate RNG fairness, responsible gambling tools, and dispute resolution. They do not set a minimum RTP floor that beats licensed offshore operators. The Ontario-licensed sites we tested run RTP in the same band as the offshore market.
What iGO actually gives you

If the in-game number matches the provider's default. you're on the highest tier. If it's lower, you're on a reduced tier. If you can't find the RTP in the game info at all, try a different casino. some operators configure their integration to hide this display, which is not something a player-friendly casino would do.

Even at a casino that runs the highest RTP tiers, your actual return can be lower than the theoretical number. Here's why. and what you can do about each one.
Reduced RTP Tiers (the Obvious One)
Covered in detail above. If you're playing a 94.5% version of a game that should be 96.5%, you're losing an extra $20 CAD per $1,000 CAD wagered. Check the in-game info before playing. If the casino doesn't show RTP. leave.
Bonus Wagering Requirements
When you're playing through a bonus with x40 wagering, you're cycling $40,000 CAD through the casino on a $1,000 CAD bonus. At 3% house edge, that's $1,200 CAD in expected losses. The bonus "added" $1,000 CAD to your balance but cost you $1,200 CAD to clear. Net result: you lost $200 CAD on a "free" bonus.
The break-even wagering for a 96% RTP game is roughly x25. Below that, the bonus is +EV. Above x35, it starts eating into your deposit. Above x50, skip it entirely.
Progressive Jackpot Contributions
Progressive slots fund their jackpots by taking a cut from every spin. typically 1–3% of your wager goes to the jackpot pool. This comes directly out of the base RTP. Mega Moolah's RTP is 88.12% before the jackpot contribution. After jackpot, the total theoretical RTP rises to about 93–95%. but that includes a multi-million dollar jackpot that 99.99% of players will never hit. For base-game returns, progressives are the worst games in the casino. If you're optimising for RTP, avoid them.
Game Show and Instant Win Formats
Crash games (Aviator, JetX), Plinko variants, and live game shows (Crazy Time, Monopoly Live) have become enormously popular, but their RTPs are typically 95–97%. lower than the best slots and significantly lower than table games. They're fast, they're addictive, and they expose your bankroll to the house edge at a much higher rate per hour than traditional games because rounds last 3–10 seconds. If you enjoy these games, set a strict session limit. Don't use them as your primary play if RTP is your priority.
Playing Without Strategy at Table Games
The RTP figures for blackjack and video poker assume optimal strategy. Every deviation from basic strategy at blackjack adds house edge. Hitting on 17, not splitting aces, or taking insurance all increase the casino's advantage. At its worst, poor blackjack strategy can push the house edge from 0.5% to 3–4%. turning the highest-RTP game in the casino into a below-average one.
If you play table games for RTP: learn basic strategy. Print a chart. Use it until the decisions are automatic. The 15 minutes it takes to learn will save you more money than any bonus or casino choice ever will.

Three rules that fall out of this math: at 96.5% RTP (the better tier on most Pragmatic Play titles), bonuses become break-even at roughly x25 wagering. Above x35, you are paying the casino to take the bonus. At x60, the "C$100 bonus" costs you C$110 to clear. that is a losing trade.
Game contribution makes it worse. Most welcome bonus T&Cs count slot wagering at 100%, but live blackjack at 10-20% and table games at 5-10%. If you clear a x40 wagering requirement on live blackjack only, your effective wagering is x200-x400. The math above assumes you play 100%-contribution slots only.
High-RTP games are often excluded from bonus play. Cloudbet (and many other casinos) exclude 97%+ slots like Book of 99 and Blood Suckers from bonus wagering. This is not accidental. It guarantees the casino captures the expected losses on lower-RTP titles instead. If a casino excludes high-RTP games from bonus wagering, that signals a less player-friendly bonus, not a more attractive one.

RTP (Return to Player)
The percentage of total wagered money a game returns to players over a very large number of rounds. A 96% RTP slot returns C$96 of every C$100 wagered, on average, over millions of spins. It is a long-run mathematical figure, not a session prediction.
House Edge
The inverse of RTP. A 96% RTP game has a 4% house edge. The number describes the casino's long-run advantage on every dollar wagered.
RTP Tier
A pre-configured RTP setting that the provider ships with the game. Major providers like Pragmatic Play release most slots in three tiers (high, medium, low). The casino chooses which tier to activate.
Volatility (Variance)
How payouts are distributed in a game. Low volatility = frequent small wins. High volatility = rare large wins. RTP can be identical between low and high volatility games. variance only describes the shape of the wins, not the total return.
Hit Frequency
The percentage of spins that produce any payout, regardless of size. Different from RTP. a game can have high hit frequency and low RTP, or vice versa.
Provably Fair
