Which offshore casinos block Ontario IPs?

Stake.com is the headline blocker. They voluntarily geo-block Ontario to avoid AGCO conflict-of-business rules around competing with iGO licensees while not holding an iGO licence themselves. Stake remains accessible to Alberta, BC, Quebec, and other provinces. Does Interac e-Transfer work at Ontario casinos?

Are gambling winnings taxed in Ontario?

No, for casual players. Canada Revenue Agency does not tax gambling winnings unless gambling constitutes your business or main source of income (the bar for "professional gambler" is high and rarely met). Casino winnings, lottery prizes, and sports betting wins are tax-free for the typical player. This applies the same in Ontario as in every other province. What is OLG.ca and how is it different from iGO operators?

OLG (Ontario Lottery and Gaming Corporation) runs OLG.ca, the province's government-operated online casino. It existed before iGO opened the market in 2022. After April 4, 2022 OLG continued to operate as one of many Ontario-licensed options, alongside the private iGO registrants. OLG.ca offers a smaller game library than the major private operators but is operated by the province directly, with profits returning to provincial revenue.

Why is the iGO bonus offer smaller than offshore bonus offers?

AGCO marketing rules (effective February 2024) ban inducements to register or play in advertising. iGO operators can still offer bonuses; they cannot advertise them in untargeted public marketing. As a result, iGO welcome bonuses tend to be modest ($100-$500 range, low or moderate playthrough) while offshore bonuses can run $1,000-$3,000 or higher. Smaller iGO bonus is a regulatory side-effect, not a sign of operator weakness.

Can I use a VPN to play on Ontario-blocked sites like Stake?

It is technically possible but explicitly violates the operator's terms of service. Casinos that geo-block Ontario also flag VPN traffic; if detected, accounts are closed and balances are typically forfeited. The risk is not worth it. The provincial regulator with authority over all gambling activity in Ontario, including casinos, bingo, lotteries, and online gaming. Sets the conduct standards that iGO registrants must follow.

iGaming Ontario (iGO)

The conduct-of-business registry under AGCO. Operators register with iGO to legally offer online casino or sports betting services to Ontario residents. Launched April 4, 2022. Around 50 live registrants today.

OLG (Ontario Lottery and Gaming Corporation)

The province's Crown corporation. Runs OLG.ca (the government-operated online casino) and the major Ontario land-based casinos. Existed long before iGO opened the private market in 2022.

GameSense

AGCO's responsible-gambling and self-exclusion programme. Centralised across all iGO registrants: enrol once, blocked from every Ontario-licensed operator. Offshore sites are not part of GameSense and require separate per-site self-exclusion.

AGCO Marketing Rules (Feb 2024)

Public marketing of iGO operators cannot include inducements to register or play (no "deposit $50 get $200" billboards). Bonuses still exist; advertising them outside the operator's logged-in environment is restricted. The reason iGO welcome offers look smaller than offshore.

Voluntary geo-block

When an offshore operator chooses to block Ontario IPs to avoid AGCO conflict-of-business issues. Stake is the highest-profile example. Block is operator policy, not a legal requirement; operators that want to serve Ontario apply for iGO registration instead.

Conflict of business

The AGCO rule preventing an operator from offering both an iGO-licensed product and an unlicensed offshore product to the same market. This is why offshore sites either apply for iGO and split their Ontario entity from the rest of Canada, or geo-block Ontario entirely.

Interac e-Transfer

The bank-to-bank payment network used by every major Canadian bank. Fastest fiat method at most Ontario casinos. 29 of 45 sites in our Canadian set support two-way Interac. AGCO does not require Interac specifically, but most iGO registrants offer it.

CRA (Canada Revenue Agency) and gambling tax

Casual gambling winnings are tax-free in Canada. The CRA only taxes winnings if gambling is your business / primary income source, and the bar for "professional gambler" is high in case law. Same rule applies in Ontario as in every other province.

Tier-1 vs tier-3 licence

Informal industry shorthand. Tier-1 = MGA, UKGC, AGCO, iGO, Gibraltar (strong supervision, mandatory dispute-resolution body). Tier-3 = Curaçao, Costa Rica, Anjouan (weaker supervision, weaker player recourse). Most offshore sites accessible from Ontario sit on tier-3 licences with the trade-offs that implies.

Identity verification (KYC) at iGO sites
