The reduced-RTP problem starts at the provider level. Game studios sell multiple math models of the same slot. The casino picks which version to run. A Pragmatic Play slot listed at 96.5% on the provider's site might actually pay 94.5% or even 87% at certain casinos. The game title, graphics, and bonus rounds are identical. Only the math changes.
